Infranexus' management team brings experience and professional expertise from across a wide range of sectors and phases of asset execution and on-going long term delivery.

CHIEF EXECUTIVE OFFICER

COLIN CHANTER

Colin is an infrastructure specialist and Chartered Engineer with 30 years’ experience combining major Civil Engineering construction, equipment procurement, service delivery, asset management and project finance. He has delivered results acting on behalf of owners, shareholders, financiers, contractors and commercial businesses, at the most senior levels including MD, CEO and has held non-executive directorships.

He has a proven track record of leading teams, managing projects and delivering large, complex capital expenditure programmes to time and budget across a number of sectors including ports, toll roads, airports, rail, accommodation, property, PPP, hospitals and facilities management. Previously, he was a Managing Director with Macquarie Capital Funds, Europe.

GENERAL MANAGER

MATTHEW HOWE

Matthew is a highly experienced leader in the major public venue industries. He has held executive roles within some of the world’s leading facilities including Crown Melbourne, Melbourne & Olympic Parks and currently as the General Manager at Southern Cross Station.

As the General Manager, Southern Cross Station he oversees the operations of the only privately owned and operated transportation hub in Australia. The Southern Cross Station Precinct has experienced unprecedented growth and hosts over 63 million patrons per year, an average of 1.2 million patrons per week. The precinct is a vibrant mix of public transport operators, commercial business stream, facilities management and retail management segments.

In his previous role as General Manager, Arenas at Melbourne & Olympic Parks he has overseen the successful operations of Australia’s leading arena, Rod Laver Arena as well as Hisense Arena and the operational delivery of the Australian Open Grand Slam Tennis Championship, together comprising one of the busiest event precincts in the world.

An active member of the Venue Management Association (VMA). In 2013 he received formal recognition from the VMA for professional achievement and accomplishment and as such is recognised as an Accredited Venue Manager (AVM).

CHIEF FINANCIAL OFFICER

LUDOVIC MAGIC

Ludovic is responsible for overseeing the day to day financial operations of each entitiy under the management of Infranexus, including the provision of business analysis, identification of opportunities to improve performance, implementation of internal controls, preparation of annual budgets and monthly financial and management reporting. Ludovic also ensures that all statutory obligations and contractual financial compliance requirements are met.

Ludovic joined Infranexus Management Pty Ltd in 2010 and prior to that he worked for Deloitte, as a senior Audit Manager, in their assurance and advisory division. He has over fifteen years experience, specialising in the Financial Services with extensive knowledge in Public Private Partnership accounting. Ludovic is a graduate of Oxford Brookes University in the UK and a Fellow Chartered Certified Accountant of the Association of Chartered Certified Accountants (UK).

GENERAL COUNSEL & COMPANY SECRETARY

DAVID PATIENCE

David is the legal adviser to all PPP assets managed by Infranexus and provides services covering compliance management, regulatory authority management, contract management and advice, human resources and work health safety advice, financial covenant management, property/lease management, insurance renewal management, stakeholder/shareholder management and external legal management. He is also Company secretary to all Infranexus and managed asset entities and performs the role across a number of other entities.

David qualified to practice as a barrister and solicitor of the Supreme Court of Victoria in 1995 and has been an in-house lawyer for 13 years. Previous roles include solicitor with Sparke Helmore, Andersen Legal and Mallesons (King Wood Mallesons) and in-house lawyer with Solution 6, Alpha West, and Spotless Group.

NATIONAL QUALITY, RISK & COMPLIANCE MANAGER

ASHLEY REED

Ashley is responsible for the Infranexus National Quality, Risk and Compliance ‘overlay’ on the managing entities of each asset, including managing the Infranexus wide management system, ensuring all relevant quality, risk and compliance requirements are met. His responsibilities in relation to Southern Cross Station include Rail Safety, Quality Assurance, OH&S and Environmental Certifications and external audit processes. Ashley has 12 years experience at Southern Cross Station including working with the State on the redevelopment and management of the site during the construction phase for some 5 years before taking up the Infranexus role.

Ashley is a senior executive with a record of achievement across a range of public and private sector management roles. Ashley has extensive experience in PPP infrastructure, property management, facility management, operations management, shopping centres, retail, and contractor management with skills in OH&S, Rail Safety, risk, compliance, quality assurance, security, emergency management and environment.

GENERAL MANAGER

JUDITH MCCOMBE

Judith’s role as General Manager, Western Liberty Group (WLG) includes client and stakeholder liaison and communications, risk management, high level reporting to the State and WLG board and the provision of quality services by the Service Partners. These services include total Facilities Management, Court Security and Custodial Services, Emergency Management and Transcription Services. She was responsible for the successful benchmarking review of WLG services in 2011/12. Since April 2013, Judith has been based in Sydney and has played a key role in transitional services for NSW Ports and providing strategic HR advice to the executive management and transition teams.

Judith has had an extensive career in PPP management, justice and corrections in the private sector and State public sector. These positions have included General and Contract Management, Prison and Security Management, Human Resource and Training at executive and operational levels. Judith previously worked exclusively in Human Resources, including positions as Manager Operational Training, for all prison based staff and Manager Personnel for the Western Australian Department of Corrective Services.
